Please do the following modification in order_checkout.php file located in your cart root folder, to resolve the OPC shipping issue.

Find the line with the following,

$_SESSION['shipping'] = $shipping;

Replace it with

$_SESSION['shipping'] = $_POST['shipping'];

This will resolve your issue and will select the lowest shipping cost by default in OPC.
