undefined function-cannot access administration

Post subject: undefined function-cannot access administration

I am trying to access my administration page and I get this error
Fatal error: Call to undefined function tep_href_link() in /home/kc923521/public_html/catalog/admin/includes/languages/english.php on line 847
I tried re-uploading the original english.php file to the server and that did not help.

any ideas would be greatly appreciated
