Is it possible to duplicate the shipping modules and rename one for insurance?

What other options are there to offer optional insurance?

Are you talking about Austpost shipping modules? Then it'd be worthwhile checking out the osc contrib Australian Shipping module and porting that across (probably just drops in) as it offers optional insurance.
