Yep - go with the simple solution, It's not Paypal that can't handle individual pricing discounts - it's Cre! It sends the total discount through for the order, not for each item. It's the way it has been written. I'm sure the PP module can accommodate individual discounts, but it's probably been written for osc/cre anyway in which case they've removed that functionality.
If you want to change something like this you'll need to hire a coder.
